Reading the table

The cap is the general rule; several states allow more for furnished units, pets, or tenants with a prior judgment, and the state pages carry those details. Return deadlines usually start on move-out, and in many states only once the tenant has given a forwarding address. Interest is covered separately: the deposit interest calculator handles the sixteen jurisdictions that require it.
